What post-placement support means for an overseas worker
Post placement support is everything that protects a worker after they start work abroad. It covers three things: support in the event of a dispute or problem with the employer, welfare for the worker’s family back home in Pakistan, and a clear path to follow if something serious goes wrong. Much of this support is provided by Pakistani government agencies. Our role is to ensure that our workers and their families know that these systems exist and can access them.
The Forigen Service Agreement: your protection after deployment
A Foreign Service Agreement (FSA) is an employment contract signed by the Protectorate of Immigrants during your emmigrant registration. It is important because it is enforceable. If an employer breaches their terms, for example wages, hours, or conditions, the FSA is the document that the worker relies on to complain. An employed worker is not powerless, because a signed, government-registered contract sits behind them.
OPF membership and family welfare
The Overseas Pakistanis Foundation (OPF) is the government welfare body for overseas workers, established in 1979 under the same ministry (OPHRD) as the BEOE. When you travel on a protected work visa processed through the Protectorate, you are registered as an OPF member automatically, at no charge, and you stay a member while you are abroad.
That membership gives your family in Pakistan access to real services:
Education
OPF offers admission and fee concessions in educational institutions, and scholarships for children of workers.
Death & Disability Grants
Welfare grants for families if a worker dies or becomes disabled while on a valid work visa.
Repartriation Support
Ambulance service for repatriation of remains.
Housing
Access to OPF housing schemes.
These are OPF government services, not IMC payouts. What we do is make sure our workers and their families know they are entitled to them and how to claim them.
If something goes wrong abroad: the path to complaint
If a serious issue arises with an employer, there is an official way to escalate it, and it helps you know it before you need to:
Your Community Welfare Attaché (CWA)
Pakistani welfare officers at your embassy or consulate in the destination country. They protect the welfare of workers, provide advice and counseling, and help resolve issues on the ground. They are your first point of contact abroad.
BEOE Complaints Commissioner for Overseas Pakistanis
This BEOE office processes formal complaints, including complaints against licensed OEPs.
OPF Complaint Cell and Migrant Resource Center (MRC)
These handle complaints and counselling, with an online complaint system and a helpline, for workers and their dependents.
