What the protector is, and why you cannot skip it
Under the Emigration Ordinance 1979, anyone leaving Pakistan on a work visa must be registered as an emigrant. The Protectorate of Emigrants countersigns your Foreign Service Agreement and issues your Overseas Employment Certificate (OEC), the document FIA immigration checks at the airport counter. Without it, you can be stopped from boarding, even with a valid visa and a booked ticket.
