What the protector is, and why you cannot skip it

Under the Emigration Ordinance 1979, anyone leaving Pakistan on a work visa must be registered as an emigrant. Protector fees

Government protector fees are set by BEOE and, since July 2026, can be paid digitally through the new QR-based cashless system or by bank challan. The amount depends on your route and destination. Insist on a proper bank challan or digital receipt for every payment, and never hand cash to a middleman. Fee fraud is one of the most common complaints in this industry, and a licensed agency never asks for a personal-account payment.

Is protector required for a work visa?

Yes. Under the Emigration Ordinance 1979, every Pakistani travelling on a work visa must be registered as an emigrant before leaving. FIA immigration checks for it at the airport, and without it you can be stopped from boarding. It is not required for tourist, visit, student, or pilgrimage travel.

Is protector required for Qatar, UAE, Bahrain, Japan, or Saudi work visas?

Yes, for all of them. Protector registration applies to any work visa, regardless of the destination country. Whether you are going to Saudi Arabia, the UAE, Qatar, Bahrain, Japan, or elsewhere on employment, you must be registered before you fly.

What documents do I need for protector registration?

Your passport with the valid work visa, CNIC, the signed Foreign Service Agreement or employment contract, insurance and welfare-fund contributions, the fee slips, and the permission number arranged through your OEP. For Gulf jobs, a GAMCA medical report is usually needed too.

How long does protector registration take?

Once the file and payments are complete, it typically takes around three to five working days. Missing or incorrect documents are the usual cause of delay, which is why having the file checked before submission matters.
