The process starts with the employer in Kuwait, not the worker. You cannot apply for a Kuwaiti work permit yourself. Here is the complete process:

Job offer and contract.

A registered employer in Kuwait offers you a role and a written contract.

The employer applies for your Kuwait work permit through the Public Authority for Manpower (PAM), using its Ashal e-portal.

Entry visa from the MOI.

Once the permit is approved, the Kuwaiti Ministry of Interior (MOI) issues a work entry visa, and the approval documents are sent to you in Pakistan.u

Pakistan-side steps.

You complete the GAMCA / Wafid medical for Kuwait at an approved centre, obtain a police character certificate, complete document attestation for Kuwait where the role needs it, and have the visa stamped through the Kuwait Embassy in Islamabad or the Consulate in Karachi.

Protector registration.

Before departure, you complete Protector of Emigrants registration with the BEOE and receive your Overseas Employment Certificate (OEC).

Rules to know after you arrive in Kuwait

Kuwait has changed some of its rules for foreign workers in 2025 and 2026. As of September 2026:

Exit permit: since 1 July 2025, Article 18 workers need an employer-approved exit permit before leaving Kuwait, for any reason.

Residency & Civil ID: residency is stamped after arrival, then the Civil ID is issued by PACI.
